One of the most common questions when renting a car in the Caucasus and Turkey is whether you can cross borders in a rental car. The short answer: sometimes yes — but only with the rental company's written permission and extra insurance, and some borders are closed entirely. Here's a clear table and the rules for 2026.

A rental car is not allowed across borders by default. To cross legally you need: (1) written permission from the rental company, (2) additional international insurance (a Green Card), and (3) sometimes a fee of USD 30–100.

Some borders in the region are closed for political reasons, and no permission helps: the Armenia ↔ Turkey and Armenia ↔ Azerbaijan land borders are closed.

If you plan to visit several countries, it's almost always simpler and cheaper to rent a separate car in each country than to arrange a cross-border rental.

Documents: national licence and IDP

Georgia, Armenia and Turkey accept tourists' national licences; an International Driving Permit (IDP) isn't mandatory for licences in the Latin alphabet / EU format, but it's strongly recommended — it's an official translation of your licence that removes any doubt at checkpoints and with some rental companies.

For licences in Cyrillic, an IDP is effectively mandatory when crossing borders. Carry both your national licence and the IDP together — an IDP is not valid without the original.

Insurance and the Green Card

Basic insurance (third-party / CDW) is valid only in the country of rental. To cross a border you need a Green Card (international green insurance card) — arranged by the rental company or separately by you.

Without a Green Card, in case of an accident abroad you pay out of pocket and likely lose your deposit. This is not the place to cut costs.

Practical tips

Tell the rental company about a cross-border route BEFORE booking — permission and the Green Card are arranged in advance, and they may refuse on the spot.

Keep the rental agreement and permission on paper — at the border they ask for the actual paper, not a photo.

Allow time at the border: the Georgia–Armenia (Sadakhlo/Bagratashen) and Georgia–Turkey (Sarpi) crossings can take 1–3 hours in season.

If your route covers 2–3 countries, compare the cost of a cross-border rental with renting a separate car in each country. The latter is often cheaper and free of paperwork.
